Legislation

Ukraine's legislation on visa issues includes:

- The Law of Ukraine "On the Legal Status of Foreigners and Stateless Persons" (in Ukrainian);

- Rules on Issuing Ukraine's Entry and Transit Visas approved by the Decree of the Cabinet of Ministers of Ukraine no.118 of 1 March 2017 (in Ukrainian and English);

- Procedure for Providing Sufficient Funds by Foreigners and Stateless Persons Entering, Staying in, Transiting through or Leaving Ukraine approved by the Decree of the Cabinet of Ministers of Ukraine no.884 of 4 December 2013 (in Ukrainian);

- Guidelines on Processing Ukraine's Entry and Transit Visa Applications adopted by the Order of the Miinistry of Foreign Affairs of Ukraine, Ministry of Internal Affairs of Ukraine, Security Service of Ukraine no.469/897/605 of 30 October 2017 (in Ukrainian).

Guidelines on Issuing Electronic Visas adopted by the Order of the Ministry of Foreign Affairs of Ukraine no.558 of 18 December 2017 (in Ukrainian).

Visa types

Ukrainian visas are issued within 3 types:

- transit (B type) visas. B type visas are issued in cases where a foreigner/stateless person intends to transit through Ukraine and each transit period does not exceed 5 days. B type visas are issued as single / double / multiple entry visas valid for a maximum of 1 year or another period depending on supporting documents. 

- short-term (C type) visas. C type visas are issued in cases where a foreigner/stateless person intends to stay in Ukraine for up to 90 days within every 180 days. C type visas are issued as single / double / multiple entry visas valid for 6 months or another period depending on supporting documents but cannot be issued for more than a 5 year-term.

- long-term (D type) visas. D type visas are issued in cases where a foreigner/stateless person intends to apply for a temporary residence permit to stay in Ukraine for more than 90 days. D type visas are issued as multiple entry visas valid for 90 days.

How to apply

Visa applications should be submitted to:

1) Ukraine's Embassies or Consulates abroad. Every foreigner or a stateless person who is required to have an entry Ukrainian visa may apply for her/his visa to the relevant Ukraine's Embassy or Consulate no earlier than 3 months before the date of the planned entry to Ukraine.

2) MFA visa divisions at border check points at "Boryspil" and "Odesa" international airports in certain cases (emergency visa on arrival). Detailed information may be found here.

3) one of Ukraine's 56 Visa Application Centres abroad. VACs receive visa applications from foreigners and stateless persons residing in VACs location countries only - list of operating VACs may be found here.

4) online via the https://evisa.mfa.gov.ua/ MFA website (e-Visa applications only). E-Visas are issued to foreigners-holders of passports of 52 specified countries as single entry 30-day visas under these 6 categories (as per the purpose of travel to Ukraine):

- business;

- private;

- tourism;

- medical treatment;

- cultural / scientific / educational / sports activities;

- foreign mass media staff visits.

Visa application registration

MFA’s advice to all applicants is to fill in and register their visa applications for the relevant Embassy/Consulate/MFA division at an airport/Visa Centre online at  http://visa.mfa.gov.ua.

Registering, printing, signing and bringing your visa application form along with your supporting documents will make the application process easier and save your time.

Supporting documents

According to Ukraine’s Visa Rules all applicants should provide the following documents in order to apply for their visa:

1) passport/travel document which should comply with these requirements:

- be valid for at least 3 months after the intended date of departure from Ukraine;

- have at least 2 pages free from any visas/marks/stamps;

- be issued for no more than 10 years.

2) printed and signed visa application form (please see MFA advice on visa application registration above);

3) 1 applicant’s photo (35 * 45 mm);

4) proof that the applicant is a holder of (or is entitled to benefit from) a valid medical/travel insurance policy to cover Ukraine and the period of stay (the policy should provide a minimum of €30 000 or equivalent coverage). Holders of diplomatic/service passports are exempt from this requirement;

5) proof of sufficient funds to cover the costs of stay (e.g. bank statement for 2 recent months, cash in Ukrainian hryvnia/other convertible currency, bank cards along with current/savings account balance statements provided the bank cards can be cashed in Ukraine, hotel/accommodation booking, letter from the applicant’s employer/sponsor confirming their coverage of applicant’s expenses in Ukraine, a return/transit ticket etc). Holders of diplomatic/service passports are exempt from this requirement. 6) paid visa fee receipt (unless stipulated otherwise by Ukraine’s legislation or Ukraine’s international treaty).

Please note that in cases where applicants reside in a country that is different from the country of their nationality/citizenship Ukraine’s Embassies/Consulates abroad may only be able to accept visa applications from applicants holding valid temporary/permanent residence documents (long-term visas/residence permits or their equivalents etc.).

Along with the mentioned documents applicants are expected to submit documents confirming the purpose of their planned visit to Ukraine:

for transit (B type) visas – one of the following:

- visa for another country (if required) and tickets;

- document(s) confirming that passengers/cargo are to transit through Ukraine by car/coach;

- international carrier license issued by the relevant authority of a foreign state

for short-term (C type) visas – one of the following:

- invitation letter from an entity/company/organisation registered in Ukraine, presented on the official letterhead, with indication of the entity/company/organisation’s number according to Ukraine’s Unified State Registry of Legal Entities, Individual Entrepreneurs and Citizens’ Associations, registration number, date and signature, full name of the invited person, information about his/her date and place of birth, nationality, passport details, place of residence, purpose of visit, duration of intended visit to Ukraine, number of entries and place of stay in Ukraine, legal person’s obligations to cover costs related to the invited person’s stay and/or departure from Ukraine;

- original of the notarized invitation letter from Ukraine’s national or a foreigner/stateless person who legally resides (temporarily or permanently) in Ukraine. Invitation should contain full surname and name(s) of the inviting person, details of his/her passport and temporary or permanent residency permit (for a foreigner/stateless person), address, and full name of the invited person, information about his/her date and place of birth, nationality, passport details, place of residence, purpose of visit, duration of intended visit to Ukraine, number of entries and place of stay in Ukraine, inviting person’s obligations to cover costs related to the applicant’s stay and/or departure from Ukraine. Copies of the inviting person’s Ukrainian passport (if an inviting person is Ukraine’s national) or copies of the foreigner’s/stateless person’s passport and their Ukrainian temporary/permanent residency permit (if an inviting person is a foreigner/stateless person) should be provided as well;

- invitation letter issued  by Ukraine’s ministries / other central executive authorities, state entities and organizations;

- passenger / cargo carriers’ contract as well as the relevant international passenger / cargo carrier’s license;

- certificate of a person of Ukrainian descent issued by Ukraine’s National Committee on Persons of Ukrainian Descent. If applicant’s family applies for this type of visa as well documents on their status and family relation to the applicant should also be provided;

- proof that the applicant’s main purpose of journey to Ukraine is tourism (hotel/accommodation booking(s), programme of stay, information on the tour(s) and the tour(s’) timeframes, tourist agency details, transfer details, sightseeing information etc.);

- invitation letter issued  by Ukraine’s hospital/medical treatment institution;

- document issued by the relevant regional/city state administration/bank confirming that the applicant has made an investment to Ukraine’s economy;

- document(s) confirming that the applicant owns property (real estate) allocated in Ukraine;

- invitation letter issued by a religious organization in Ukraine for a short-term performance of missionary activities accompanied  by a letter issued by Ukraine’s Ministry for Culture / Department on Religious Matters of  the relevant regional or city state administration – depending which authority has registered that religious organization;

- a letter of the foreign Mass Media with a request to issue a visa to the foreign correspondent/Mass Media staff member who intends to travel to Ukraine in his/her professional capacity;

- invitation letter issued  by foreign states’ authorities / international organizations;

- an Order of Ukraine’s Central Election Commission on registration of official observers from foreign states and international organizations for presidential elections, parliamentary elections, local elections and national referendums;

- document(s) confirming that the applicant is a spouse, a parent or a child of a citizen of Ukraine.

for long-term (D type) visas – one of the following:

- a certified copy of the work permit issued by Ukraine’s State Centre for Employment. Foreiners / stateless persons exempt from the requierement to obtain a work permit in order to be employed in Ukraine are to provide a copy of the work contract. Persons of Ukrainian descent are to provide their certificate of a person of Ukrainian descent and a copy of the work contract;

- a copy of the immigration permit issued by a local office of Ukraine’s State Migration Service;

- document(s) confirming that the applicant is a family member of a foreigner/stateless person who has been granted refuge/temporary protection in Ukraine. Certificates issued by foreign countries should be apostilled (legalized) and translated into Ukrainian as well as duly certified;

- invitation letter issued by a relevant Ukraine’s state authority/entity/organisation which is a recipient of international technical assistance project as well as a confirmation of the registration of the relevant international technical assistance project;

- invitation letter issued by a religious organisation duly registered in Ukraine for a long-term performance of religious/missionary/canonical activities accompanied  by a letter issued by Ukraine’s state authority which has registered that religious organization (e.g. Ukraine’s Ministry for Culture / Department on Religious Matters of  the relevant regional or city state administration);

- invitation letter issued by a foreign non-governmental organization (branch / office) duly registered in Ukraine;

- invitation letter issued by a foreign company duly registered in Ukraine;

- invitation letter issued by a branch of a foreign bank registered in Ukraine;

- invitation letter issued by a branch of a foreign Mass Media duly registered in Ukraine with a request to issue a visa to the Mass Media staff member;

- official letter/verbal note issued by a relevant foreign state authority/foreign diplomatic mission/international organisation (office) with a request to issue a long-term visa to the mission/organisation (office) staff member as well as her/his family members;

- invitation letter issued by Ukraine’s relevant government authority which implements respective cultural, educational, scientific, sport or volunteering programs or an invitation letter issued by an entity/institution/organisation engaging volunteers in their activities accompanied by the copy of that entity/institution/organisation’s state registration certificate;

- documents confirming that the applicant is a spouse of a national of Ukraine. Marriage certificates issued by foreign countries should be apostilled (legalized) and translated into Ukrainian as well as duly certified;

- document(s) confirming that the applicant is a family member of a foreigner/stateless person residing in Ukraine upon a temporary residence permit accompanied by a copy of that foreigner/stateless person’s temporary residence permit as well as proof of that foreigner/stateless person’s sufficient funds to cover applicant’s expenses in Ukraine. Certificates issued by foreign countries should be apostilled (legalized) and translated into Ukrainian as well as duly certified;

- documents defined by the subparagraph 4 of the paragraph 12 of the Article 5 of the Law of Ukraine "On the Legal Status of Foreigners and Stateless Persons" confirming that the applicant is a founder and/or participant and/or beneficial owner of (exercises control over) the legal entity registered in the United State Register of Legal Entities, Individual Entrepreneurs and Public Organizations of Ukraine, and that the applicant’s contribution (or a foreign legal entity’s share – in cases where the applicant is the beneficial owner or exercises control over a foreign legal entity which has a share in the Ukrainian legal entity) in that legal entity’s capital comprises no less than €100 000 according to the official foreign currency exchange rate set by the National Bank for the date when the foreign investment has been made. Documents issued by foreign countries should be apostilled (legalized) and translated into Ukrainian as well as duly certified;

- other documents (if stipulated by Ukraine’s international treaties).

Application processing times

Ukraine’s Embassies/Consulates abroad process visa applications and make visa decisions:

- in up to 5 working days from the day of application within expedited service (specific number of days to be defined by each Embassy/Consulate);

- in up to 10 working days from the day of application within regular service unless stipulated otherwise by Ukraine’s international treaties. Processing time of an application filed within regular service may be extended for up to 30 working days if additional checks are necessary.

MFA visa divisions at border check points at "Boryspil" and "Odesa" international airports process visa applications and make visa decisions on the day of application.

E-Visa applications are processed within 9 working days.

Visa fees

Ukraine’s Embassies/Consulates abroad charge $65.00 (basic visa fee) for processing visa applications via regular service. Fees are doubled for all applications filed upon expedited service.

Visa fees for certain visa types for applicants from certain countries might differ from basic visa fee above due to reciprocity principle. Please see reciprocal fees.

MFA visa divisions at border check points at "Boryspil" and "Odesa" international airports charge 2550 UAH fee (unless stipulated otherwise by Ukraine’s international treaties).

E-Visas are issued upon the $85.00 fee.

Fees are not refunded in case of visa refusal.


How to apply for Ukrainian visa at the Embassy of Ukraine in Vietnam

Visa regulations

On 10 September 2011 the Cabinet of Ministers of Ukraine decree № 567 "On approval of rules for issuing visas for entering Ukraine and transit through its territory" will come into force.

The Decree regulates long-term residence and employment of foreign non-governmental organizations, foreign business entities, and foreign banks in Ukraine.

Provisions of the Decree:

Reducing the number of types of visas from 22 to 3 and the definition of their types in accordance with the period of stay, "B" (transit), "C" (short term), "D" (long term);

Abolition of collective visas;

Cancellation of letters of invitations for short-term visas to enter Ukraine for citizens of Guatemala, Malaysia, Mexico, Panama, Singapore and Croatia;

Launching, on the basis of reciprocity for the citizens of Antigua and Barbuda, Barbados, Mauritius, Seychelles and Turkey, entering Ukraine for tourism, the possibility of issuing visas for up to 15 days in the airports "Boryspol", "Odessa" "Simferopol" and the Odessa Sea Port;

Establishing an unified fee for processing visa applications: single visa – 85 USD, double – 130 USD, multiple – 200 USD;

The obligation to inform applicants and stateless individuals as for reason of visa’s denial in the written prescribed form;

The right of foreigners and stateless persons, who have been refused a visa, to appeal the decision in due course.

Foreign citizens and stateless persons may submit their short-term visa application during three months period prior to the planned trip.

The competent authority will make an appropriate decision within 15 calendar days from the date of submission of the visa request, visa application and supporting documents. Decisions can be extended to 30 calendar days in the case of further investigation.

All applicants have to apply for Ukrainian visa personally.

Only the following categories of the applicants may apply for express visa:

a foreign citizen or a stateless person who has in his/her travel document valid Schengen Zone’s country’s visa or a visa to entry one of the following countries: Australia, Canada, Japan, New Zealand, Northern Ireland, the United Kingdom or the USA; or who has been travelling to the one of above mentioned countries within a period of 12 months prior to the date of submission of the documents for obtaining Ukrainian visa; or who has a permit to stay permanently in the territory of one of the aforesaid countries;

a foreign citizen or a stateless person who entries the territory of Ukraine at the invitation of any Ukrainian Ministry, or other Ukrainian central executive body, or Ukrainian governmental institution, enterprise or organization; or visits Ukraine on request of governmental authorities of foreign countries or international organizations.

Please be advised that the charge for every kind of visa is not refundable.

Depending on the purpose of travel visas are (Documents which may serve as basis for visa issuing):

1)Transit Visa (indicated by letter B)is issued to foreign citizens and stateless persons for passing through Ukraine to a third destination, as well as for the transit of cargo and for the transit of vehicle passengers.

There are single, double and multiple entry transit visas issued for the period indicated in the supporting documents. However, the period should not exceed one year unless otherwise stipulated by International Agreements of Ukraine. Each transit through the territory of Ukraine should not exceed five days.

A transit visa application should be accompanied by one of the following documents:

Document confirming the nature of travel is transit (such as a visa to the third country if it is required, a ticket etc);

Document confirming the nature of cargo and the nature of vehicle passengers is transit;

License for international transportation services issued by the competent authority in the host country.

2) Short-term visa (indicated by letter C) is issued to foreign citizens and stateless persons if the duration of their stay in Ukraine does not exceed 90 days in a given 180 day period from the date of first entry.

Short-term visas can be single, double or multiple entries for six months or for the period of time indicated in the documents that constitute grounds for obtaining the visa, but not exceeding five years.

A short-term visa application should be accompanied by one of the following documents:

Standardized invitation of a person or entity issued by the regional body or by the state division of the Immigration Service of Ukraine;

Invitation from the ministry, other central executive authorities, state institutions, enterprises or organizations;

Document confirming family relationship with a citizen of Ukraine or a foreign citizen or stateless person that has permanent or temporary residence permit (such as a marriage certificate or birth certificate);

Certificate of the Person of Ukrainian origin and his/her application along with the results of the interview with the Ukrainian diplomatic or consular staff and evidence for Ukrainian ethnical descent or Ukrainian origin of the foreign citizen or stateless person.The spouse and children of the Person of Ukrainian origin, if traveling and staying in Ukraine together, have to submit an application and provide documents confirming family relationships;

Document confirming that the nature of travel is tourism in accordance with the Ukrainian Law On Tourism;

Invitation from a Ukrainian medical treatment facility;

Document confirming that the person is a co-founder of a joint venture or a company (firm, association etc.) representative and that he/she travels to Ukraine to monitor the performance of contracts;

Confirmation from the Committee on Humanitarian Aid of the Cabinet of Ministers of Ukraine on the entry of the foreign citizen or stateless person for the purpose of providing humanitarian aid or charity;

Invitation from a duly registered religious organization attested by the Ministry of Culture, for short-term stay in Ukraine for religious matters;

Petition from the head of a foreign mass media for a foreign correspondent or representative of a foreign media who travels to Ukraine for short-term stay to perform his/her professional duties;

Petition from state authorities of foreign states or international organizations.

3) Long-term visa (indicated by letter D)is issued to foreign citizens or stateless persons traveling to Ukraine for a period not exceeding 90 days with the purpose of processing documents that give the right to stay or reside in Ukraine.

The long-term visa can be issued by the Diplomatic Mission or the Consulate General of Ukraine as single entry visa for 45 days, except as otherwise required by law.

A long-term visa application should be accompanied by one of the following documents:

Duly certified copy of the permit to engage foreign workers or stateless persons issued by the State Employment Center or issued on its instruction by the Employment Center of the Autonomous Republic of Crimea, Regional City Employment Centers, Kyiv City Employment Center and Sevastopol City Employment Center;

Copy of the Immigration permit obtained from the Regional Authority or Division of the State Migration Service of Ukraine;

Permission from the Ministry of Foreign Affairs of Ukraine to obtain visas for family members of a person who has a refugee status in Ukraine;

Original standardized invitation for study. For applications submitted between August 15 and November 15: Lists from the Ukrainian Center for International Studies that are submitted to the Ministry of Foreign Affairs of Ukraine (provided that on the list there is information regarding the foreign national or stateless persons). Outside this period of time, a visa request from the Ministry for Education, Science, Youth and Sports of Ukraine is required.

Invitation from the state institution, enterprise or organization that is a recipient of international technical aid;

Invitation from a duly registered religious organization attested by the Ministry of Culture of Ukraine to work for a religious organization.

Invitation of the branch office, divisional office, representative office or any other structural cell of a duly registered foreign public organization (Non Governmental Organization).

Invitation from a duly registered foreign representative of a foreign business entity attested by the Ministry of Economic Development and Trade of Ukraine;

Invitation from a duly registered branch office or representative of a foreign bank attested by the National Bank of Ukraine;

Confirmation from the Ministry of Foreign Affairs of Ukraine regarding registration of the passport or travel document of a foreign correspondent or representative of the foreign media and his/her family members;

Document verifying the purpose of travel, issued by the management body for organizing and holding the European Football Championship Final 2012 according to the Law on Organization and Holding of the 2012 European Football Championship Final in Ukraine;

Foreign government’s petition for diplomatic and consular staff, or staff and representatives of international organizations who enter Ukraine long-term to perform their professional duties, and for their family members.

Note: in case of applying for visa with tourism purpose, a hotel confirmation of advanced payment (hotel pre-paid voucher) for the room should be also submitted. Such a confirmation should include: hotel details, guest’s name, reference number, date, amount paid, authorized signature and stamp.

Processing time – 15 days normal, 5 days expedited.

The citizens of the European Union Member States, Switzerland, Liechtenstein, USA, Canada and Japan as well as the citizens of Andorra, Vatican, Iceland, Monaco, Norway, San Marino, South Korea who travel to Ukraine for the period not exceeding 90 days for tourism, business of private matters do not require a visa.

The Consular Section reserves the right to personally interview any applicant and require additional documents.

Visa requirements of the of the Embassy of Ukraine in Vietnam

The following must be submitted:

A completed VISA Application Form for each applicant holding a separate passport or being included in a joint passport.

Fully valid original passport/travel document (at least 6 month validity before the date of exit).

One recent passport sized photograph.

Anoriginal copy of invitation letter (depending on the purpose of journey to Ukraine the invitation issued by Ukrainian Immigration Office or other governmental authorities, or tourism voucher or other type of invitation/document should be obtained).

Company’s/Sponsor’s letter-guarantee.

Bank receipt.This is issued and to be submitted after interview with the Consular Officer.

Applicants holding passports issued by certain countries (check the list of countries) must allow at least 15 working days for their visa application to be processed. Also, the citizens of the mentioned countries must additionally submit the following documents:

Evidence of funds: either original or copy of bank statements showing a history of savings of
at least 3 months prior to date of visa application; or bank confirmation on client solvency. The statements must show the account holder’s name, account number & current account balance;

Letter of Support notary approved from the inviting Company (on the letterhead) / Private person (providing address and contact number in Ukraine) (completed in Ukrainian or English).

Return tickets booking.

Contact information (work, home, mobile telephone number, e-mail address).

Police Certificate that there is no any criminal record.

Certificate from the work of applicant about his/her position.

For those who are going to came to Ukraine with the purpose to work, applicant must submit the information on employer and employer’s address and telephone number; information on his/her accommodation in Ukraine; contract with employer.

Consular officer has the right to demand additional documents.

Note: in case of applying for visa with tourism purpose, a hotel confirmation of advanced payment (hotel pre-paid voucher) for the room should be also submitted. Such a confirmation should include: hotel details, guest’s name, reference number, date, amount paid, authorized signature and stamp.

No consular fee is charged

In the following cases:

1) Children below 6 years old;

2) Persons of Ukrainian origin provided they show certificate of the Person of Ukrainian origin;

3) Diplomatic and Service Passport Holders who travel to Ukraine to perform their official duties;

4) Staff of foreign diplomatic missions and consular offices in Ukraine and their family members;

5) Staff of international organizations and their representatives in Ukraine and their family members;

6) Staff of representatives of state with international organizations that have headquarters in Ukraine and who according to their statute documents or International Agreements can use diplomatic privileges and immunity and their family members;

7) Heads and members of official delegations of foreign states and persons who accompany them - on request of the President Administration, Parliament of Ukraine, the Cabinet of Ministers of Ukraine and the Ministry of Foreign Affairs;

8) Persons who serve as Honorary consuls of Ukraine;

9) Persons who travel to Ukraine to provide humanitarian aid or charity and who have obtained the relevant permission from the Humanitarian Aid Committee at the Cabinet of Ministers of Ukraine;

10) Persons who travel to Ukraine to participate in duly registered international technical aid projects at the invitation of a state institution, enterprise or organization who is the recipient of this project;

11) Rescue service staff that travel to Ukraine to provide emergency relief operations – at the invitation of the Ukrainian Ministry of Emergency Situations;

12) Family members of persons who have obtained refugee status in Ukraine;

13) Representatives of military units who travel to Ukraine to perform professional duties – at the invitation of the appropriate ministry or other central body of executive authority;

14) Persons who plan to enter Ukraine for a period of no more than two years before the beginning of the European Football Championship Final 2012 or no later than one year after its completion. The document confirming the purpose of travel must be issued by the management board of the European Football Championship Final 2012 in Ukraine;

15) Other people who travel with the purpose of promoting interest in foreign policy or humanitarian matters – on the substantiated petition of the head of the competent authority according to the Regulation of Consular Fee in Ukraine and in coordination with the Ukrainian Ministry of Finance.

Documents required at the Embassy of Ukraine for applying for Ukrainian short term visa (TERM up to 90 days of stay in Ukraine)

 A foreign enrollee should submit the following documents to obtain the Ukrainian short-term visa type C:

Documents required at the Embassy of Ukraine for applying for Ukrainian long term Ukrainian visa for study in Ukraine  (TERM up to 45 days of stay in Ukraine)

 A foreign enrollee should submit the following documents to obtain the long term-visa 

type D (in passport – Д, 04/12) for study in Ukraine:

  1. visa application (Visa Application form should not contain any corrections related especially to the name, passport details of the applicant, dates of proposed entry into/exit from Ukraine, number of entries, date of submission and etc. It could be type);
  2. original of the invitation from the appropriated University in Ukraine;
  3. passport (at least 6 months prior to the date of expiry and 3 blank(empty) pages);
  4. one photo – 3x4;
  5. certificate on Secondary education graduation (University etc.) (notary translated and legalized);
  6. annex to the Secondary certificate of graduation (University etc.) with the grades (points) (notary translated and legalized);
  7. copy of the Birth certificate (notary translated and legalized);
  8. medical insurance certificate for traveling abroad (issued at the Insurance company which covers the territory of Ukraine; no less than 45 days);
  9. document on absence of HIV infection (no need to be legalized);
  10. general medical certificate, issued by an official health center issued not later than two months prior to departure to Ukraine (no need to be legalized);
  11. confirmation on booking of the round travel ticket with the open date no less than
    45 days. Original of the ticket is submitted to the Embassy after approval of Ukrainian migration authorities;
  12. confirmation on financial solvency of enrollee for long stay-study in Ukraine;

For the Vietnamese nationalities the documents mentioned at the points 5-7 should be previously notary translated into Ukrainian and legalized at the Consular Department of Ministry of Foreign Affairs of Vietnam and only then it could be submitted to the Embassy for further legalization.

For the Pilipino nationalities the documents mentioned at the points 5-7 should (issued by Philippines Authorities) should be previously notary translated into Ukrainian and legalized at the Embassy of Ukraine in Japan.

Since June 1, 2016 Embassy started the issuance of the Ukrainian visas programmed by information-telecommunication system "Visa" that enables foreigners and stateless persons to register their visa application online and to schedule an appointment at the Ukrainian Consular office directly through the site http://visa.mfa.gov.ua .

The above mentioned innovation is aimed at creating transparent and accessible conditions for issuing visas and simplifying visa procedures.

Please note the applicant’s photo uploaded to system "Visa" ought to be of a high quality (passport photo standard). 

Ukrainian Visa Centers will be opened in Hanoi and Ho Chi Minh Cities Starting from 15th of June, 2018, nationals of Vietnam and Cambodia as well as nationals of other countries and stateless persons residing in Vietnam and Cambodia will be able to apply for their Ukrainian visas through Ukraine’s Visa Centers in Hanoi and Ho Chi Min.

Visa Centre will be operated by "VF Worldwide Holding Ltd"  and will receive visa applications, render assistance in filling in and registering visa application forms, as well as offer additional services upon request, including taking applicants' photos, translation and making copies of supporting documents, providing medical/travel insurance options, courier services, text messaging, premium lounge services etc.

It should be noted that Visa Centre will only be providing applicants with pre-decision making services on filing visa applications to Ukraine's Embassy in the Socialist republic of Vietnam. Visa decisions upon every application will be made by Ukraine's consular officers only.
