"Voluntary Report on International Humanitarian Law" by the Ministry of Defense of Ukraine

The Ministry of Defense of Ukraine has published its first-ever "Voluntary Report on International Humanitarian Law" (IHL).

This groundbreaking document reflects Ukraine’s established system and unique experience in implementing, applying, and spreading knowledge about IHL, even amidst the ongoing war.

Key highlights from the report include:

  • The use of UAVs to evacuate civilians from enemy shelling,
  • Delivering humanitarian aid to children via drones,
  • Precisely targeting enemy military objectives at various distances.

This Report is unprecedented in many ways:

  • No country has issued such a document during active hostilities of this intensity.
  • No defense ministry in the world has independently published such a report under its own authority.
  • The report underscores the Ministry’s commitment to transparency and its progressive approach to IHL.

The Voluntary Report was successfully presented to the international community at the 34th International Conference of the Red Cross and Red Crescent, one of the largest humanitarian platforms in the world.
