The third report: “Russia’s Systematic Program of the Coerced Adoption and Fostering of Ukraine’s Children”

The Yale Humanitarian Research Lab (HRL) has released its third report, “Russia’s Systematic Program of the Coerced Adoption and Fostering of Ukraine’s Children”, offering the most comprehensive analysis to date of Russia’s deliberate and systematic efforts to erase Ukrainian identity through the forced deportation, adoption, and re-education of Ukrainian children.
The report reveals that 314 Ukrainian children have been forcibly taken to Russia since February 2022, including:

148 children listed in Russia’s child placement databases;

42 children already placed for adoption, guardianship, or under the guardianship of Russian citizens;

166 children placed with Russian families, effectively erasing their origins and identities.
Russia’s actions constitute a direct attack on Ukraine’s nationhood and humanity itself. These findings demand urgent international action:

Russia must provide a full list of all Ukrainian children who have been deported, adopted, or fostered in Russia.

International missions must be granted access to facilities where Ukrainian children are being held.

Global support is essential to assist Ukraine in locating, rescuing, and reintegrating these affected children.
